Step 1: File a DMCA notice directly with the site

Step 2: Escalate to the infrastructure

start.gg is fronted by Cloudflare, which hides the real hosting provider. File at abuse.cloudflare.com (category: DMCA / copyright infringement):

Cloudflare forwards your complaint to the origin hosting provider and site operator.
Cloudflare's response will disclose the actual host, then file a full DMCA notice with that host directly.
If the content is non-consensual intimate imagery, use Cloudflare's dedicated NCSEI/abuse category instead; it is handled with priority.

Also send your notice to the domain registrar (listed in whois start.gg). Registrars rarely act on a single complaint, but rights-holder complaints accumulate and support later suspension.

Step 3: De-index from Google and Bing

This is the highest-leverage step, it removes the pages from the searches where victims are actually found. Rulta alone has already reported 16,971 URLs on this domain to Google, and Google demotes heavily-reported domains in ranking.
